Vernon is due, and the Bears, although 8th against TE's this season, are known for letting them run their routes. The reason Davis hasn't gotten it going is because D's have game-planned for him, ruining his routes.
Madden projects Witten for 13.2 pts against CLE - the third stingiest D vs. TE's this season. Witten is heavily targeted by Romo as of late, but this projection seems right in line with most of their projections: waaaay off.

Go with Witten. Davis has been nonexistant for quite a while, and Smith will be shakey after the concussion. Witten will get his looks whether Romo plays poorly or not.
I'd take witten. Not only are defenses game plans to shut down Davis, now it seems like smith has really lost his favoritism in Davis because of this isolation, so even if Davis does get seperation in the d smith isn't expecting it so to say and instead forcing throws to his receivers and now the back up qb issue I would wait to see it again with Davis. With witten its almost the opposite. Whenever Romo gets pressured he reads down to his safety valve, witten, everytime.
