I believe it is 5 minutes before the start of the game each particular player is playing in.

However, at 12:55 pm on Sundays I'm sure Yahoo's server gets overrun with data and changes, thus making your roster moves harder to submit before the deadline. :-o

It depends, I guess techinically Yahoo is supposed to freeze roster moves 5 minutes before the game starts but often times they will lock it earlier.
