I think you guys have all done a solid job of looking at the question of whether or not this team owner correctly handled the roster change. But, at the risk of expressing an extremely unpopular opinion, I think that you should never want to win a game against a person who is starting players on bye weeks. We have one owner who has basically checked out of doing any roster moves and he had 4 of his 8 positions filled with guys on a bye week coming into his game against me this weekend. I didn't think it was appropriate for my team to win a game that way (or perhaps lose in the most humiliating fashion possible) so I contacted the league commishioner who made the changes in the starting lineup. Keep in mind that all 4 positions in the starting lineup were filled with players already on this team's bench. Inserting guys who are playing games from your bench to the starting lineup to replace guys who are on bye weeks is an elementary move in fantasy football. Imo, if Drew Brees was on this guy's bench and his starter (Vick) was on bye, then this should have been considered an automatic change. I do see the point of punishing people who fail to make these moves, but if he is claiming that he tried to get it done, there is no reason to believe that it shouldn't be fixed. Just what I think based on my experiences, but I understand different leagues are built in different ways.
What if he had Brees and Trent Green or some other QB on the bench? Who decides which player gets inserted? If the owner of a team doesn't replace his bye week positions with other players that is his bad, no one should take the responsibility to set his line-up. What if he didn't have any QB's on the bench, would you/commish pick up a FA OR WW for him?
The only real way to resolve this situation is to view the email that was sent to verify the changes the owner requested and that the email was actually sent before the deadline.
If he did send and email before the deadline and he has those changes to his line-up and the commish didn't make the changes for him, he should be able to count the points for the players that he would have had in.

Well, I think that was exactly the point Htr10 was trying to make.
I'd rather win outright on the merits of my team's good performance, than on my opponent's performance (or lack thereof.)
Nevertheless, there is a good lesson in here for all FF owners. You can't anticipate every possible question that may arise over the course of a season, but leagues need rules to follow and they should be comprehensive and clear.
the owner set an email to the commish? great! have the commish forward you the email. Double check the header to make sure the time wasn't messed with.
i am worried that if you are a team that is doing well, the other ownsers (incl. the commissioner) are just doing everything to screw you over.
if the email was sent, put the player in, if it wasn't no f*@#$@ way.

So by e-mailing it by phone, I assume you mean he texted it from his cell. I guess that would explain why he could e-mail but not change the line-up himself.
If the commish can give you a properly dated e-mail, you probably have to accept the line-up change. I wouldn't blame the commish for this, however. It is not up to the commish to sit by the computer waiting to see if another owner didn't plan ahead and can't set his own line-up. Unless you are paranoid enough to think he and the commish had a deal going (ie. if Vick flops, show them this e-mail, if not don't) you should accept the change but remind the owner that it is his job (not the commish's) to set his own lineup before kick off.
Make the commishes job easier amd pony up 5-10 bucks a piece to get automated scoring. This situation could be the owner's fault, the commish's fault, cheating could be going on, it's hard to say what happened. If each owner is responsible for sending in his own lineup, and the commish doesn't have to act as a middle man (the #1 reason cheating occurs in the first place IMO), then you wouldn't have this problem.
Well, the final result is that I lost anyway even without Bress in his line-up b/c of Moe Williams 2 catches and his yards. I saw the email and it was legit. I never really thought there was anything fishy going on, He beat me straight up. We have our scoring done through cbs sportsline.
