You can't look at it like that...Randall is a senior, Vick a freshman (or sophomore, freshman I think though). If you have a senior QB and a freshman one, unless the senior one is absolutely horrid, the senior will almost always start.
The difference is much bigger in college because the freshman is only 18 years old...you're comparing an 18 year old kid fresh out of high school where most of the players he was playing against aren't very good to a senior qb that's been playing for years against quality competition.
It's tough to play QB in college as an 18 year old, if you have a 22-23 year old as an option he should get the start.
