I tried to set this up at the end of last year but didn't get it in time. So here is the breakdown...
Setup:
Teams: 14
Draft: Live
Rounds: 15
Scoring Type: H2H
Regular Season: Weeks 1-13
Playoffs: Weeks 14-16 (No 17 since teams don't always play their best)

Salary Cap:
Each team will be given 50 Million. In our 1st draft, each 1st Rounder will be 8 Mil, 2nd-3rd 5 Mil, 4th-5th 3 Mil, 6th-8th 2 Mil, 9th-10th 1 Mil, 11th+ .5 Mil.... But, the catch is, if you want to keep a player an additional year, it's like this; 1st rounder addtional year 2 Mil, 2nd-5th 1.5 Mil, 6th-10th 1 Mil, 11th-12th .5 Mil, 13th-15 Free. If you do the math, you could sign every player for 2 years, and still have room for free agents, a lot of stragety is involved.
Free Agents:
Free Agents will be allowed to be picked-up starting Tuesday, and will go until Friday, I will let the league decided how the order will be done. They will be min. .5 mil, as is any signing, but you only get the for 1 year. For every addtional year it will cost 1 Mill.
Rookie Draft:
At the end of each year, we will have a rookie draft. But in it is every player who didn't have a year left on there contract, plus rookies drafted in the NFL Draft in April. We will have 7 rounds, each team with 1 pick a round, unless traded. The salary cap for them will be this;
1st - 6 Mil
2nd + 3rd - 4 Mil
4th-6th - 3 Mil
7th - 2 Mil
Trades:
Trades can included players, rookie draft picks, and cash. Cash traded can range for .5 Mil-42.if you trade cash, you will be behind whatever you trade for just 1 year, unless the trade is each year. (Ex. I get Jamal Lewis for 1.5 Mil each year for 5 years, or I get Jamal Lewis for 5 Mil in 04-05)
Draft:
Up to the league.....
Re-Sign:
At the end of the year, depending on how many games you lose you will get a certain number of years. I want 12 guys so here is how this will work. Each team will get the addtional number years to add after the season. Say you go undeafted, you don't get any addtional years, If you go 5-8, 8 years, ect. You can sign the player for 3 years and orginal salary (LT will be a 1st rounder, so orginal salary will be 8 Mill) plus one mill. Otherwise he goes into the Rookie Draft. (You may offer more than 3 years) This helps the league stay more competetive. (Lower the final standing, higher draft pick, too)
