I doubt Dave Meggett will ever get in, and he was pretty good at kick returns.
Mitchell, sure, I'd throw him in there. Just with all these other previous HOF arguments, it's all about changing the way the game is played or being the best at your position. Being a dangerous kick returner can be just as helpful as a running back or QB. He can get you good field position or even put points up on the board.
The only argument against it is that you have to have a little bit of luck with the blocking and such, but if you know what you're doing and could turn a no-gain situation into a 20 yard gain, that's pretty good.
Did Steve Tasker get into the HOF...I want to say that he did. He was supposedly the best special teamer ever, so why not Mitchell?
