Yes, but with rookies this year it is more complicated, considering the CBA hasn't been extended or a new one hasn't been signed.
Because of that there is the threat of an uncapped year on the horizon and players, agents and teams must take that into consideration during negotiations.
Not to mention that the 49ers new the parameters of a deal should they have elected to take Rodgers or Edwards. They took Smith knowing darn well that a contract would be difficult to get done in the forseeable future.
