one thing that people forget is that Burress is used to being a "#1 reciever". Yes, Hines was listed as #1, but due to his athleticism and size, Burress drew the attention, the top CB coverage, etc etc. So, as we saw for parts of last year, if he's targeted by his QB, he knows how to play, and the change of venue can only help him.
If he can mentally stay in it for a season, there's no reason he can't be a top 10 WR this year.
