Stormy weather

I'm noticing lots of rain and thunderstorm icons for the games in the left hand side listing this week. What part of the game benefits more from less than perfect conditions. Defense, passing, or rushing?

I've heard some good arguments for all three in the past. I'm wondering if anyone has more to add.
