If so, do you get the scouting reports they offer? If so, how do you get them?

I have played QB1 off and on for the past 10 years. Not really sure what you mean by scouting report, they used to show you how often they ran left,right,mid, pass ... etc.. If your looking for that scouting report for fantasy football, i dont really see how it would help in any form. As for qb1 it is pretty useful, but also common sense anyways. Ie vick throws left far more then right etc..
