The problem with trading him is that no team will give a decent offer to the Eagles if they think he will get cut anyway. I think TO is scheduled to make around $7 million next season (with a roster bonus), so it is obvious he won't be an Eagle next season. He must be cut or traded. Also, he will want to renegotiate his contract with the new team.
Other teams know these things, so they will make lowball trade offers for him knowing that they might as well just wait until he is a free agent to give him a new contract. If they trade for TO, they are really just trading for the rights to negotiate a contract with him, and I could see coming to terms being difficult. So you may be giving up a player or draft pick for a holdout situation. There's just too much risk involved with it.
It's kinda like Vermeil's decision to go for the win versus Oakland. They won, so he is a genius. The TO decision will be a sink or swim type of move for the GM/Coach that brings him in. If all works out, he will be praised as a great personnel guy, but if and when TO has another blowup, that GM/Coach may be gone with him.
