This is going by average household percentage and tv ratings, not the estimated total amount of people that watched which is different so your question & answer might be correct.

I still think it's misleading because I know for a fact that the M*A*S*H finale is still the most watched show of all time (going by TV ratings).

Probably a record that will never be broken because back in 1983 when it aired, there was only a handful of channels to choose from. Viewers didn't have much choice. With cable & satellites nowadays there are hundreds of channels to choose from making it nearly impossible to break that record.
