With Texas and USC playing tonight for this years college football national championship, I thought I'd ask this question.

Before the Bowl Championship Series, the NCAA Football Champion was decided by polls, including ones from the Associated Press and United Press International(Coaches Poll).

However, the last time Texas was declared the national champion, many think that it was actually the US President who decided the champion by publicly declaring Texas to be the best college team... prior to the bowl games.
