They haven't in the first round 1982, and Jerry has already stated under no circumstanses will he do so this year. And with the Fabini pickup, it makes this even less of a possibility.
Dallas' big holes are FS, WR and OLB. Personally, though S may seem like a bigger hole (WR still is in my opinion. even with TO), look for Dallas to go OLB first round. The OLB talent in round 1 is far superior to the talent in 2-3, whereas S and WR are somewhat deep in Day 1 this year.

No worries, I try to blank out Jerry too... but some gets through.
Anyways, I'm not sure who Cle would draft there... no doubt they need a pass rusher at DE, but at 275, Hali is a bit too small to be a 3-4 DE. I have a hunch it might be CB they draft... maybe Jimmy Williams or Tye Hill? They still have a gaping hole there. They might also go OLB. This is way too high for him, but they might reach for Carpenter to keep him in Ohio.
Just my thoughts. Hali isn't a bad pick by any means... I just don't think it's going to go down.
I'm thinking Brodrick Bunkley to the Browns and Jimmy williams tot he Ravens or vice versa. Hali would then probably drop to the Broncos at least if he stays at DE.
Allright I've been thinking about this a little bit more and did some more research (ie checked some team message boards) and updated the mock a bit. I'm starting to think williams to New York and Bunkley to the Browns is very possible. It's funny how little changes here and there end up changing alot. I think I like this new version better.

I like the Ko pick there, but yeah, I think we'd draft over Burnett. I think we will eventually move him inside, or pretty much rotate him all season. A waste of his talent, but oh well.
Basically, in the year we've had the rights to Burnett, he's had three surgeries, he's been lackluster in play, and he doesn't play special teams well. We will likely keep him around for a while, and I think the coaching staff still has faith in him, but I don't think Tuna is ready to let him take over. And Alshermond Singleton was never anything but a place-filler at OLB.
But as I said earlier, Ko is a good pick there. I'm not a huge Ko fan, but at 18 Dallas will go for him. The reason why I am skeptical of Dallas drafting safety in round one is because apparently Tuna and the gang really like Daniel Bullocks, FS from Nebraska. Therefore, we'll probably go for another position, like OLB, at 18.
Another option is Chad Jackson (or Sinorice Moss, or Santonio Holmes... etc. all three are interchangeable, in my humble opinion) at 18. Even with TO and Terry Glenn, Glenn is getting old. And I really don't care much for Crayton. Round one is a little high to be addressing a #3 receiver, but he could be best available.
Good mock though... I can't really talk, seeing as how I haven't even written mine up yet. I'll wait till after March Madness...
Thats a very good mock, I don't see Hawk falling like that, but then again there seems like there is 12-13 players that are elite prospects this year, so who knows what will happen in the top 10.
The one pick i'm not a fan of is hali to the browns. I'm a penn st fan, but I don't think he should be taken 12th overall......
I know Sinorice Moss has moved himself up the boards in the Senior Bowl and Combine, but I just can't see him as a first round pick... If I were the decision maker in Denver, I know I would be taking Gabe Watson over him in the situation you predict...
Maybe it's the 'Nole in me, but I think I would prefer Jeff Webb in the middle rounds to Sinorice Moss in the first.... Webb is every bit as fast as Moss, a full head taller, and nearly 30 pounds bigger...
