Movie about rebuilding after disaster - College football

Movie being filmed about the rebuilding of a football team and healing of a city after the worst sports disaster ever.

November 14th 1970 75 members of the Marshall university football team, coaches and boosters die in a plane crash.

I lived this, was 8 years old when it happened and 2 of my mothers friends died in the crash.

You could think of government workers like teenagers. You pay them an allowance, but do you get any work out them? They eat the food, put their feet on the furniture and complain loudly whenever they are unhappy.
