It's apparently supposed to appear like an amateur's spoof of Algore, so it's not exactly high comedy. If it's "dumb" on purpose (and it is dumb), it's pretty obvious to me that they pulled out all the stops to make it just as it is.
Imagine the scene in the conference room as they discussed this. The "think tank" of advertising execs in their chichi little clothes, their hair all bed-headed up, sipping their lattes, tweaking this thing until it's just so.
Really, it's pretty disgusting if you think about it. It's so premeditated.

It's a Brave New World, and the Powers That Be are just adapting to the times by implementing New, Fun, and Exciting ways to blow Sunshine up our A***s so that John Q. Sheep doesn't notice that the world is rapidly going to S**t.
