I don't think he's been cleared to play, medically. I think Priest will be retiring.

Team president and general manager Carl Peterson said Wednesday that Holmes (neck/head) had seen his doctors, but they weren't comfortable with Holmes going through full contact, the team's official site reports.

If they sign him, he'll be able to sit on the PUP bench. From the day he signed with the Chiefs, you haven't been able to keep him off the field. Take this as a sign that you may see him on the field again (factoring in his age).
