CBS Sportsline Waiver Question

Can anyone explain to me how Sportsline determines waiver order. I thought I knew, but over the last 48 hours, the order has changed four times, and there hasn't been any transactions. I never noticed it before. The other day, I noticed I was first, and thought I had time to research players, and maybe take advantage of being first, but today, I was about ready to pull the trigger, and pick up a player, and now I am seventh in the waiver order, but there hasn't been any transactions, I don't get it.

I use CBS and as far as I know, you commish sets up the order according to your league rules, last place first and so on....
