Need Replacement Owner

I'm the commish of a 12-team, highly competitive league. Every owner has paid except for one, and even though he's been active in making moves, he's ignored my payment requests. As a result, I'm dropping him from the league if I can find a replacement. The league cost is $211 ($11 for the cbssportsline fee and the rest goes into a pot for the winners). Payouts are $1300 to first, $700 to second, and $400 to third. Top 6 teams make the playoffs, which begin in Week 14 and last three weeks. Since this is midseason, I'll give any potential owner a discount by only charging $150. I'll make up for the other $50 that needs to go in the pot, since it's my responsibility that the guy hasn't paid. Here's the lineup for the team you would take over:

QBs: Peyton Manning and Vince Young
RBs: Frank Gore, Deuce McAllister, LenDale White, and Reggie Bush
WRs: Roy Williams, Brandon Lloyd, and Kevin Curtis
TEs: Heath Miller and Chris Baker
K: Jeff Wilkins
DST: Bills and Steelers

The active rosters consist of 1 QB, 2 RBs, 2 WRs, 1 RB-WR-TE, 1 K, and 1 DST. This team is currently only 1-3, but they have scored the second-most points in the league. Since 6 teams make the playoffs, anyone taking over the team still has a great shot at it.

Well, he just traded Andre Johnson for Bush. There're some good WRs on the waiver wire, too (Eric Moulds, Bobby Engram, Greg Lewis, Roscoe Parrish, Michael Jenkins, Marcus Robinson, Troy Brown, Ernest Wilford). Also, I did lower the fee from $211 to $150. I'm willing to pay the difference.
