I've got both in one league so I'm hoping for awesome numbers from both! And I think they both will. I'd put money on Holt edging Smith though. I really like how the Rams passing game is shaping up this year and Bulger is back to his winning ways.
I like Holt a lot. Owned him 3 years running in my keeper. Seems like all top WRs have a lot of baggage, but this guy just comes and plays. He'll be the top WR this season for sure.
I'm going to say Holt. I'm not completely sold that Smith's hammy is 100%, and Torry has been just about the only "elite" Wideout who hasn't underperformed to this point.

I'd have to say Smith. Now that he's back Delhomme should once again be looking solely to him. Holt has more options around him that could take away looks.
Smith is great, but Torry is one of the most consistent top fantasy WRs over the past 7 years. I'll take Holts 7 consistently great years over Smith's five incinsistent years.
Some numbers:
Steve Smith five years . . . 63 games, 3759 yards, 22 tds.
That averages out to 12.6 games/year, 59 yards/game, 0.34 tds/game
