pick up a kicker who kicks regularly in a dome... spot start kickers playing on the road in domes.
Check out kickers ratios on 40 yards and over... if they miss as many as they make, time to look for a new kicker.

i pick them at the end of my draft and on FA. when my kicker has a bye i either drop him or another player and pickup a kicker on FA. this year in my public league i drafted Tynes, he had a bye on week 3 and i dropped him for Wilkins who surprisingly was a FA. then when Wilkins had a bye i preferrd to keep him, but i had no one else to drop, so i didn't started any K last week when Wilkins had his bye and luckily i won my matchup.
If I'm picking a kicker for 1 week, I try to find the most favorable matchup, and guess which team will have the most scoring chances. If its for the rest of the season, I try and find the kicker that is doing the best, is playing for the team that scores the most, and the kicker with a proven track record.
