It's the same situation as when you have a small lead entering Monday Night with a qb left, and you bench the qb. You do moves to help yourself to win. Letting in a crappy team(even if he is ur friend(this shouldn't matter)) into the playoffs will help you to win the playoffs is the same thing.

No it's not.....because sitting a player to make sure you win is still doing your best to win at all times. Sitting players to help another team win is collusion and unfair to the rest of the league. He should have to get in based on how his team does the same as everyone else. Throwing a game is frowned upon in every single competitive activity on the planet! Sports, fantasy, whatever, it's just unethical and it's cheating.
