Oakland has missed Brooks all year due to injury. They won't be running out to buy another QB just to get him hurt. I expect them to roster 4QB next season unless they spend their picks on new linemen and hire a new line coach. In either case, there's no reason for Plummer.

Considering Brooks' play when not injured, I don't know that they're missing him much. They also had no problems dumping ties with Kerry Collins, who did not at all have a bad year for them last year, despite how poorly the team did. I could see a similar situation with Brooks.
He is best suited to playing behind terrible o-lines as he scrambles well (and cant throw from the pocket anyway). Oakland fits this description quite nicely, and I am sure Randy wont mind Jake throwing balls in his general direction with his eyes closed.
Seriously, he is better than a number of starting QBs and I guess any team that realises they wont be competitive for at least a year or two would be lucky to have him (and there are a few).
