I believe it is self-sustaining. Part of the money paid for a ticket goes to the winnings, another part going to the government, and the last part going to the running of the lottery.

It comes from everyone who plays the lottery! It's just another way for the government to take our money.
I was actually impressed that Georgia's government kept their promise. A few years back when they wanted to start a lottery, they promised a lot of the money made from it would go to education, and it has. The HOPE scholarship comes from the lottery and helped pay for a few years of college for me.

State lotteries do provide a lot of money for schools which is a good thing.
So, basically, if you play the lottery, you just don't think you must pay enough taxes...

Well schools benefit from the state lottery all the time. Of course in this jerk offs case I'd have rather seen the 100+ mill gone to local schools then a casino or greedy lawyers pockets but what are ya gonna do.
I tell ya I would love to win that kinda cash but I just cant get myself to buy the tickets, thats not to say I haven't but not regularly. I'll buy one every great once and a while, who knows maybe I'll get lucky.
