Is it tough to trade when you are on the top?

people definitely dont want to help out the guy on top. They dont even want to help me sometimes because I am a three time defending champion. I like to look to the teams on the bottom when proposing trades because they are willing to make a move to change the way things are people on top dont want to mess with a good thing
