Probably an easier way, but I did the following...
New Layer>Image>Apply Image (We'll call this layer A)
Duplicate Layer (layer B)
Then on layer A:
Edit>Transform>Flip Horizontal
Edit>Transform>Flip Vertical
Then on layer B I simply cut the areas I wanted that border effect on.

Ok I'm lost here and I know it should be simple but for me who has never done this it isn't....
Duplicate Layer (layer B) DONE!
Then on layer A:
Edit>Transform>Flip Horizontal DONE!
Edit>Transform>Flip Vertical DONE!
Then on layer B I simply cut the areas I wanted that border effect on NOT DONE!
Here's where I get lost because I don't know how to cut the area....I used the slice tool and made a box at the top and another at the bottom of the pic...now I have a 01 with what looks like an envelope next to it in the first box......
In the part I want to leave alone I have 02 with the envelope
and in the bottom I have an 03 with the envelope
Cut is not a high-lighted option so I can't use it here....Did I use the wrong tool?
