How to do this kind of border

I got it figured out.

What i did (without the fancy vocab)

I made a new layer and put a stroke around the whole layer (outside edge),

then I just drew another rectangle and made a stroke there, then I played with the fill/see throughness until i got it right and then erased it around the head.

Hey man, I wasn't insinuating that it was in the wrong place. It was partly sarcasm and partly just a suggestion that every chance we get get some conversation in that thread. It's not a big deal. Just clarifying my comment.
