I wouldn't mind if it were more to a short keeper league 2-3 keepers.
I was in a pay dynasty a couple of years ago. It died after 1 year. 3 teams ended up so bad that the commish could not find someone to take over those teams and pay out the money every year for 3-4 years to get to the point that they were competitive.
Even with a few keepers the last place team can be competitive the following year.
If you do it that way I would be interested.
You could think of government workers like teenagers. You pay them an allowance, but do you get any work out them? They eat the food, put their feet on the furniture and complain loudly whenever they are unhappy.
