Every leugue is fairly unique and I think when you get into keeper/dynasty leagues the rules can vary that much more. I think you are on the right track, but i would also get input from the owners within the league. You don't want to come up with something that they won't support.
I like the idea of having a max number of years to keep a player. I think it is also a good idea to bump salaries. One way might be to bump a % based on where they finish in scoring from the previous year...just thowing out ideas.
