50% year two deposit required from all 1st year owners (The deposit is to insure that owners will return year to year, or in case an owners bails out of the league, the league may have to sell a Franchise at a discounted price.)
Player Distribution
This league is unique. Players are distributed by each owner “drafting” two NFL franchises. All NFL players form those two franchises become members of the owner’s team roster. By a certain date ****UNDECIDED*** each owner will be required to cut down to the league final roster size. All cut players will become free agents.
In future seasons, rookies that are drafted by the owner’s NFL franchises will automatically become members of their fantasy team. The future of your rookie selection is at the hands of the actual NFL owners, GMs, and coaches. These draft picks may be traded to other teams for draft picks for players and/or draft picks.

Restricted free agency example:
the Cleveland Bengals want to add free agent Marvin Harrison. the Kansas City Colts would then have 24 or 48 hours to claim Marvin Harrison before the Cleveland Bengals could add him to their roster. Kansas City Colts would have the option to claim him because he is a player from their 2 NFL teams. No other teams would have the option to claim him.
