Do YOU have an actual answer to the guy's question, or just here to bitch? Our league rules are simply the best in the USA, and I'm happy to post the entire lot (have done so on Google NG in fact, a few times). You'll not find anything better. The rules are tight and basically operate to run the organizational function itself.

In any case, post your offal of an answer or keep it zipped. I am here to help the original post.

Well, I guess I do have an actual answer to the OP's question. My answer is to not use your format. In most cases active good owners rise to the top in their leagues while inactive owners fall to the bottom. (Keep in mind I said most cases) In your system you reward those poor owners by putting them in a weak division while penalizing the good owners by putting them in a tougher division. Personally, in the leagues I run, I do everything I can to encourage a good owner to keep playing in the league.
