Someone in our league is suggesting allowing teams to trade and negotiate for postions in the draft (ie. trading 2nd pick for 6th pickin round one for a higher pick in rounds 2 and 4, for example). Does anyone have this kind of system in their league? Does anyone know of a chart or scale to allow the commish to decide if the trades/negotiation is fair?

I have thought about doing this in our league and decided against it as I want to have as much parity as possible in the league and think that some owners will get taken advantage of and it is impossible to tell if it is collusion or not. I will allow people to trade draft positions but not draft picks.

The suggestion IS trading draft positions. Draft picks are set and maybe traded only after the entire draft is complete, and then must be approved by the co commissioanres for fairness.
We were just considering allowing teams to swith positions in any given round but wanted a scale to approve such switches. May be more trouble than it is worth.

I wasn't planning on allowing this initially but my league wanted it and so I am glad the analyzer was posted as I just used it. Thanks!
Now I need to figure out how to reflect this best on my draft board. Any ideas?

Trading draft picks in Fantasy Football does not work. Too many factors to weigh in. The only thing you would accomplish with this strategy is screwing the noobs in your league.
