Does the NFL allow WR's to wear single digit #'s now...

I'm watching the KC/Mia game, and KC has a dude returning kicks, Ean Randolph (South Florida), he is a WR, and he is wearing a single digit number (#9). Did the NFL change this rule?? Does anyone know??

I don't know if the rule has been changed, but I know the rule has always been that they allow this in preseason until the mandatory roster cuts. They have always allowed WRs to wear single digit numbers in preseason (usually it is the guys not likely to make the team). I think I've also seen such things as two lineman with the same number.

Once those guys are cut, the rule is enforced.

This is what I remember...but don't hold me to it. I'm not entirely confident this is still the case.
