Advice Needed re Traded Draft Picks and Folded Teams

How would you handle the following as commissioner:

Team A in 2006 trades (with commissioner approval) a player to Team B in exchange for a player and a 6th round 2007 draft pick (there are 11 rounds total). At the last minute, Team B Owner decides to fold his team and not have a team in 2007.

What would you do about the 2007 pick that Team A traded for?

I think what you need to do is find an owner to take over for the owner that quit. Meaning he has to use the roster of the previous owner for keeper and draft position purposes. That way the team that received the draft pick still benefits from the trade. If you don't do this other teams may shy away from making deals that carry over into next season.

If this is a redraft league and you (for some reason) still allow the trading of future picks, then the owner who traded the pick away doesn't get the pick but then the replacement team coming in doesn't get it either. It hurts nobody but doesn't reward Team A for the other team leaving. So team A doesn't get a 6th round pick, and there will only be (for example) 11 picks that round if it is a 12 team league.

If this is a keeper or dynasty league then the team coming in as replacement gets the pick - although I expect you would know this so I'm thinking it must be a redraft league.
