I would expect more objections over calling him a WR1 in fantasy than a WR2.
I'd say a guy like Lee Evans is a borderline WR1/WR2, whereas Andre Johnson is at the VERY LEAST a low tier #1 WR every week due to a more consistent situation around him.
He was a top 3 WR before he got hurt, and doesn't appear to be limited from how he looked.
