Also, I'm going out of town starting tomorrow morning and probably won't get on the internet again until Sunday night. If my free agent pick-up for Greg Toler - DB, ARI doesn't get processed by tomorrow morning, would the commissioner who adds Toler be kind enough to insert him into my starting lineup? I would really appreciate it.

I think this has happened only 1 maybe 2 times, so there is not a specific thread for this. C Ivory was cut and then picked up by another team the following week - that means his cap hit will be taken off the books for Steelers.

Right I was asking for clarification in the case that it was me picking up the same player I just dropped. Not someone else picking up a player I dropped. Does that make sense?

I actually noticed that that could now happen. Currently, there is not a rule to prevent it(as it is written). It wouldn't make much sense to do and would happen rarely. I have marked it down to take a look at in the off-season.
So, to answer your question - yes, currently, that would negate the cap hit.
