Every owner will maintain a maximum in-season roster of 20 players (not including taxi squad or IR). It is the owners decision how many players to carry at each position.

Owners will compete in a thirteen-week fantasy schedule. The idea is to come out with the best win/loss record. At the end of the year, six owners will advance to the playoffs. Playoffs will include weeks, 14, 15 and 16 of the NFL regular season.
Divisions: Truth, Justice, and American Way
Divisions will be determined by a random draft order using the “pick out of a hat method” or some other random method agreed upon in advance. This continues until all three divisions are full.
Divisions will be shuffled each year using the above process.
Each owner will play every other owner in his division twice. He will also play all other owners but one, once. The league schedule can be found at the end of this document.
$300 each franchise starts with
$1.00 Minimum bid, increments of $1.00
-We will start with each franchise choosing 3 players to put up on the first day of the auction. This will take place on Saturday July 19th. Each franchise will have 24 hours to put up their 24 players starting at midnight. On Sunday July 20th each franchise will choose 1 player to put up for auction. With each franchise having 24 hours to put up a player again starting at midnight. This will continue each day with each franchise putting up one player for auction until the auction is complete. If a franchise fails to put up player in the time permitted that franchise loses its opportunity that day to nominate a player and cannot put up two players the next day, only one.
-Auction ends 24 hours after high bidder changed (not the highest bid)
-NO SALARIES will be used in this league. The auction is used to obtain players but the money spend on the players in the auction has no effect on them once the auction ends. This is just an alternative way of drafting a team only.
Contracts will be due some time after auction ends and before the NFL season begins. Every franchise will have a cap of 55 contract years to distribute amongst his players. That breaks down to 2.75 years per player. A player's contract is the number of years he can remain on your team before becoming a 'restricted free agent'. Once a contract is assigned to a player - the only thing that you can do to modify the contract is to drop the player.
So long as an owner does not exceed his 55 contract years, there is no limit to how long a contract a player can be assigned. If an owner chooses to carry less than 20 players on his active roster - he must assign a one-year contract to every open roster spot.
No team may make any transaction that places him over the 55-year contract cap or above the 20 man active roster.
The Fantasy Season Concludes the day after the ProBowl. All players who had only one year remaining on their contracts prior to the ProBowl become Restricted Free Agents. All other players have their contracts reduced by one year. At this time, all teams recover any years encumbered by players waived during the year. Excluding dead years, every owner should be awarded an additional 20 contract years every off-season.
Each franchise will be allocated a Developmental Taxi Squad that may contain up to 6 players. Players eligible for the TS include any players who have been in the league 3 years or less who were acquired in the leagues first year and any rookies drafted thereafter. Players may only remain in the TS until they have accrued three years in the pros at which time they must be activated or dropped. Once activated a player is deemed forever ineligible for the TS. Players on the TS are not eligible to start a game until they are moved onto an active roster. Free agents may be placed directly onto a TS roster providing that they are in their rookie year and have never been on an active roster. Traded player may be put onto TS only if they were on the other teams TS before the trade.
Each team is allowed a maximum of 10 Injured Reserve slots. A player qualifies for the IR by being placed on a NFL PUP list or on the IR.
Once a player is placed on Injured Reserve he must remain there for the remainder of that season, unless dropped. If another owner picks up a dropped IRed player - the injury reserved player must be assigned a contract and immediately be place in one of that owners IR spots. The use of IR will free up one roster spot and one contract year. Any player dropped from IR will still count as one dead contract year for the owner that dropped him (until somebody else picks him up or the season ends)

Lineups are due at the start of that player’s game each week (NOT at the beginning of the first NFL game played that week) this will help franchises with players with injury questions among their players.
Blind Bidding on FA’s (off season and season):
Each team will have only $100.00 for blind bidding and the FA auction (see below) for the year. This will be given to each team after the end of each year to start the new one. (Shortly following the NFL Pro Bowl)
Once the season starts FA will be acquired using blind bidding. Each franchise will bid an amount on a player with the minimum bid being $1.00 and whoever has the highest bid wins the player. Each week blind bidding will start at midnight Tuesday morning and conclude Thursday morning at midnight.
Players, Future Draft picks, and blind bidding dollars are all available for trades. Each trade will be put to a league vote with the commish having the final say based on how the majority of the league feels about the trade. I will NEVER not let a trade go through if a majority feels that it is a fair trade.
When a player is cut from a team, the owner will receive all the player's contract years back, except for one. The one-year cap penalty must be carried until that dropped player is picked up by another owner or until the completion of the Fantasy Season.
After the first year a rookie draft will take place sometime following the NFL draft. Our draft will be a 4 round 12-team draft with the team with the worst record the following year receiving the 1.01 picks and the super bowl winner receiving the 1.12 pick. The franchise with the 1.01 will also get the first pick in rounds 2-4. This will NOT be a snake draft. Draft picks are available for trade for the following year only. That means that during the upcoming 2008 season only 2009 draft picks can be traded. IMPORTANT NOTE: Any franchise trading more than one future draft pick will be asked to pay for the following year first to help prevent teams from trading away all their picks and then quitting.
Any player not on a roster is eligible for the Free Agent Auction (even rookies). Further - any players on any roster with 0 contract years (restricted free agents) are also eligible for the Free Agent Auction. The FA will take place sometime in late spring/early summer each year.
Restricted Free Agents
This is a player on any owners' roster with zero contract years.
Owners will have 24 hours to match any closed bid on any of their restricted free agents to retain them. Any restricted agents not receiving a bid remain on the owners roster.
I am using a very simple scoring system that makes TDs and yards gained the two big areas to acquire points.
