How many is too much?

The one time I played in a 14-team league, there was another owner who stockpiled on QBs in order to keep me from getting a servicable replacement when mine got hurt. When there are that many teams, the talent gets thin quick.

I think a reasonable cap on players at a position could be beneficial.

I am commissioner of a 20 team league with 4 divisions with 5 teams, 8 playoffs spots (4 div winners, and 4 wild cards) We only have 13 player rosters, but I am considering shrinking the number of teams because we run into problems with so many players

See, I consider that a pretty reasonable strategy. I am in a 2 TE league where I stockpiled decent TEs last year and was able to flip one for an upgrade at RB when Heap went down last year

I am not a fan of 14 team leagues at all. I prefer 12 or 16 teams. In my re-draft league we went from 12 teams to 16 teams 3 years ago and everyone liked it so much better. It makes the draft more important. We also have 2 conferences and 8 teams make the playoffs. This has also been popular.
