All dropped players will remain on waivers for 12 hours.
Requests made for players on the waiver wire are awarded to the highest ranking team. Team rankings are established each Tuesday following the completion of the previous week’s scoring period. Waivers will be performed beginning at midnight Wednesday (AKA late Tuesday night). The league is set to rank teams using the following criteria:
First Criteria: Worst to First, Win % (Last Week)
Second Criteria: Worst to First, Points Scored (Last Week)
Third Criteria: Worst to First, Win % (Season)
Teams are moved to the end of the ranking order when they are awarded a player.

not sure you can do it quite like that...
Problem is you can either do a season long rolling list, or one that is calculated every week (but stays the same throughout the week).
In addition, I don't think last week's W-L% is a sortable criteria.
Your only option may be to custom order it.
TO be sure, I'd submit a ticket on MFL to try and figure it out.

Ya, I sent a message to MFL. It is not fully possible. With as good and customizable MFL is on most things, they sure do have a shitty set of options for waivers/claims (other than bidding). In my opinion,
