I'd take a flier on him as my 3rd quarterback if I had a deep roster. That said, I'd draft him somewhere in the last two or three rounds of my draft, assuming it's at leasts 14 rounds.
I'd consider him for my 2nd QB, probably around 14th among QBs. Of course it depends on the league format and who I had as a QB1 - but I think it is about 90% chance he'll be playing somewhere by week 3 at the latest. Those are good enough odds for me, especially if I'll be picking a 3rd QB anyway or if there will be prospects remaining on the waiver wire.
Wouldn't fault anyone for taking the wait and see approach, obviously, but I'd be willing to gamble. We do it with backup RB and WRs all the time - why not take a gamble on a backup QB?

And therein lay the rub. Favre is a gamble but has potential to pay off huge if he ends up on the right team. As with any pick, a lot would depend on how the draft is going and who my #1 QB is. I might grab Favre as early as the 10th rnd.
