Calling fantasy experts: DEFENSIVE SCORING SYSTEM HELP!

I've played and researched many fantasy leagues, and recently joined one with a scoring system that seems crazy to me. The commish is arguing hard that there is nothing wrong with this system and that it is standard. I can live with most of it (even the high QB scoring), but have a hard time agreeing with the defensive scoring, and have been unable to find any other leagues with a format even close to this. It kinda throws strategy out the window!

Would love to hear some comments from some experienced fantasy players about if the defensive scoring should change:

MAN that's some HUGE bonuses for monster games and some huge points for defense. My leagues are fairly close, except we do 25 pass yds = 1 point, 300 pass yds = 2 pt bonus, and 100 rush or receiving yds = 2 pt bonus. The biggest difference is the points allowed structure for the defense. My leagues are the "standard" setup:

Points Allowed 0 points (10)
Points Allowed 1-6 points (7)
Points Allowed 7-13 points (4)
Points Allowed 14-20 points (1)
Points Allowed 21-27 points (0)
Points Allowed 28-34 points (-1)
Points Allowed 35+ points (-4)

With our setup, I follow the theory of just grabbing a defense late or playing matchups via the WW. However I'd lay some credence to the idea of actually getting a top notch defense since you still get 10 points for a team that allows 21-27 points (i.e. the equivalent of a 100 yard rushing or receiving game).
