Need help to define misconduct and unsportsmanlike behavior!

I was nominated to serve as the 2008 official league rules and conduct chairman. The commish added that all my rulings and related fines levied for misconduct or unsportsmanlike behavior will be final and non-appealable. I had no idea or choice this would be my responsibility. So now one of the 16 owners of a new auction league asked:

Define "misconduct or unsportsmanlike behavior"?!?!

Could I get a little help with this in regards to a new 16 team league that I am in with many of my senior executives of the company I work for? A few of the transactions fees set up by the commish are as followed:

Total teams (16) x $100.00 (entrance fee) = $1,600.00
Transaction fee per each:
Trade @ $2.00
Free Agent Acquisition @ $1.00
Placing player on Injured Reserve @ $1.00
Misconduct/Inattention/Rule Violations = TBD (determined my me!!!)


What does every one have to say about this? I want to be fair to the league owners but at the same time there needs to be clear and defined rules and fines for each misconduct, inattention, and rule violations. All input is wanted and welcomed. Thanks for your help with this urgent matter.
