Need some help with my league settings

Ok , i'm trying to suggest the best scoring system for my league..
so far ppr hasn't been considered by the commish because he feels that cat gives WR's too much value. Like Terrell Owens having more fan pts than Adrian Peterson for example...
I'm just trying to get a scoring system where there's a balance where I can be awarded for having a guy that goes 10 catches 100 yards . So far that's only 5 points in my league . But a guy that goes 1 catch for 20 yards + TD = 7 points....
IDk i'm just trying to figure out something.....me and league mate thought about adding bonuses like 3 points for 100 yard game receiving / rushing..

anyways any suggestions on how to add ppr to this league without giving wr's TOO MUCH value?

I think adding half a point for catches would level out the positions. My main league does a full point, and I agree that WRs are too valued then, but it's the way most people want it and I draft accordingly. Bonuses for 100+ yrds rec. is also a good idea.
