Different voters and history.

870 various media representatives from across the country vote for the Heisman, while a panel comprised of both sportswriters and NCAA head coaches determines who gets the Maxwell.


There is also the Walter Camp award, which is similar to both

The Maxwell is actually defined, whereas Heisman voters kind of make the award out to be whatever they want it to be.

I think it shows how much voters admired the big 12 in general if you look at the vote breakdown. Despite getting the most 1st place votes, Tebow got 3rd. This means that basically everyone who voted Bradford or McCoy first voted the other second.
