Maxwell goes to the best all round player. It is essentially the Heisman, but voted on by different people. The O'Brien is the QB trophy.

The Maxwell is actually defined, whereas Heisman voters kind of make the award out to be whatever they want it to be.
I think it shows how much voters admired the big 12 in general if you look at the vote breakdown. Despite getting the most 1st place votes, Tebow got 3rd. This means that basically everyone who voted Bradford or McCoy first voted the other second.
