I had the worst team offer Romo/E. Royal to another team for Palmer/S. Holmes. I ultimately rejected it. It is the first rejection I've had to do and I feel I made the right decision. The guy on the worst team said that he had "personal problems" w/ Romo b/c he hates Dallas and that he wanted to "reload at WR." I put it up to a league vote and of those that voted, there was not a majority either way, so I felt it was in my court to make the ultimate decision.
You should have let it go through. There is no reason to reject that trade, it's not your job as commish to pass judgement on the owner's views, but only to screen trades for collusion.

Obviously Romo>>Palmer, at least with the injuries. But Holmes>> Royal. As good as the rookie has looked Holmes is the #1 WR in a pretty good defense (in a *** division) while Royal is probably the third option in his offense.
