In April of 1974, the NFL awarded Tampa Bay an expansion franchise, becoming the 27th NFL team. A few weeks later, in June of '74, Seattle was awarded the 28th team.
These two cities were awarded franchises as two leading cities on short list of FIVE cities that the NFL and comissioner Pete Rozelle indicated had been established based upon "stadium, weather, sports interest, and growth potential."
Name two of the other three cities that were on this short list that did not get an expansion franchise awarded in 1974.
