I don't think Toomer is likely out of the equation next year. Indications seem to be that he will come back for at least another year. I also don't think it's a foregone conclusion that Plax is gone due to the Giants' "body language" and reports from the beat reporters. But assuming they are both gone then I have to believe the Giants would make a play for an FA WR. And if that doesn't happen then I guess it breaks down like this: Hixon as the X, Smith continuing his role in the slot/possesion receiver, Tyree and Manningham battling it out for the #2 and #4 spot. Manningham probably has the best set of tools but has shown nothing yet. As far as "high impact", if you mean fantasy, then I guess Hixon is the best choice, Smith may be more consistent due to the way they use him, and Manningham has the highest potential so deep sleeper. That's all I got. Too ealy to say.
