I am up in a 16 team league. We use every position. The scoring is pretty complicated, but the positions score pretty similar to each other. Who would you take at 1.15?
Beanie Wells RB: We only start 1 RB, and I already have Grant, McGahee, and Mendenhall. Harvin WR: We start 2, and I have: R.Moss, Bryant, Morgan, CJ1. T. Jackson, R. Ayers, or Brown DE: We start 2, and I have: darren howard, Will Smith, and Igor Olshansky.

I would take Wells despite the 1RB rule. I think he has a good chance to improve your starting lineup from year one. McGahee and Grant do not have much left. Mendenhall may never pay off.
Harvin has a much higher bust potential than Beanie. And at best Harvin is a bye week player for you.
Jackson - check how many sacks he had in college. He is not a stat stuffer.
Ayers - if you are desperate for line help, and that does look like a weakness, he seems like a good bet.
I think DE is pretty deep this year. Michael Johnson, Cody Brown.
What will the best DE available in RD2? Best RB available? You need both. If you wait on RB, will Brown still be there? If you wait on DE, will Ayers or E. Brown still be there? I think the former is less likely - DEs will still be around and with only 2 good RBs left they will both be gone.

You said rookie draft, so I'm assuming it's a keeper/dynasty. It's really going to come down to your scoring for me. Since Wells is still available that late, that tells me IDP players are pretty important in your league. Maybe if you posted how your draft has gone so far, we could get a better idea. Without knowing, I'd say Wells makes sense- you only start one, but none of yours are real studs, Wells could be the best of that bunch as soon as this year.
Jackson - is sort of a combo 4-3 DT and 3-4 DE. Will be good at stuffing the run in a 3-4. Will never have good sack totals.
Ayers - sort of a combo 3-4 OLB and 3-4 DE. Also lacks the burst to get major sack totals. May be used as more of a LB.
E. Brown - very much like Robert Mathis or Trent Cole. Will definitely have high sack totals. May be limited to a situational pass rusher, which could further minimize his tackle totals.
I think at DE you want that sack guy who can cause turnovers and get you big points. You aren't getting high tackle totals from your DL anyway. So I think I would take Brown even though he was taken 40 picks later than Jackson. He is 1st round talent as a pass rusher.
