a) was invested in heavily (#1 overall);
b) Meachem is apparently an interchangeable part, while Smith has a better arm than his only competition, game-manager Hill.
That's the best argument I can make. While I don't argee with your "Smith is a bust and shouldn't be starting anymore", the rest is pretty close, especially the "good balls in shorts" thing.
Though, if you really wanted to analyze this, one could conclude that
a) Smith has a chance, despite his career performance, because management is so involved in football operations, to the point that a #1 overall apparent-bust will be given 50 million chances;
b) That kind of managerial persistence/hard-headedness speaks to the prospects of some other recent FA/draft acquisitions by the team.
