ESPN Keeper League Defaults

I have an ESPN league that you can keep one keeper from the previous year. What are the default settings for the draft? What if somebody forgets to choose a player or if their is a new member to the league? Do they get skipped in round 1 or does the keeper count as your first round pick? How does this effect the snake draft order? Example:

10 people select their keepers
1 person forgets to select his keeper
2 people are new to the league

When do the 3 people who didn't select a keeper take their extra pick? In the first round or the last?
